臺灣四面環海，周邊海域資源豐饒，位處國際海運要衝，戰略地位重要。為落實海洋立國精神，培養全民海洋意識，厚植海洋基礎文化教育是不可或缺的重要策略之一。為能有效推動之，海洋委員會期藉由公私協力的方式，結合民間資源，加強深度與廣度、規劃兼具開創性與獨特性的海洋文化教育方案。基於此出發點，本研究案係針對海洋文化與海洋教育內涵進行探討，蒐集並分析現行海洋文教資料及擬定中長期發展策略，期能藉此建構臺灣海洋文教的發展根基。

Surrounded entirely by sea and blessed with considerable marine resources in the nearby sea areas, Taiwan sits at a location of special significance to international maritime transportation and of great strategic importance. To implement the spirit of developing the country based on the ocean and raise national marine awareness, consolidating basic marine culture education is one of the essential strategies. In order to promote education in an effective manner, the Ocean Affairs Council is looking forward to enhancing the depth and breadth of education and developing unique, groundbreaking marine culture education plans with the collaboration of the private and public sectors and the combination of non-governmental resources. With this consideration as a starting point, this research plan aims to explore the meaning of marine culture and marine education, collect and analyze the current marine culture education data, and develop mid- to long-term development strategies. It is hoped that through these measures, a sound foundation for the development of Taiwan's marine culture and education can be laid.
