為推展海洋文化以提升全民基礎認知，本研究案係以「海洋文化意識建構」及「海洋文化推廣」為主軸，藉由文獻分析、PEST分析及專家訪談，研析海洋文化教育範疇、焦點議題與全球海洋文教趨勢，擬具海洋文化教育推動策略，同時經由舉辦相關海洋文教推廣活動，如召開漁村（港）文化結合地方創生座談會、大專院校海洋性質社團成立輔導與水下文化資產推廣等，彙集專家學者及與會人員之交流與建議，共同歸納與分析未來海洋文化政策推動之施政策略與具體措施。

With the purpose of increasing the basic awareness of all people by promoting marine culture, this research plan, with “building marine culture awareness” and “promoting marine culture” as the main focuses, analyzes the scope of marine culture education, major issues and the global trend of marine culture education, and maps out promotion strategies for marine culture education through literature analysis, PEST analysis and interviews with experts. Meanwhile, promotion activities related to marine culture education, such as forums on placemaking in combination with fishing village (port) culture and promotions of underwater cultural assets organized and guided by marine clubs in colleges, have been held for the opinion exchange and suggestions by experts, scholars and participants, so that administrative strategies and specific measures of the future marine culture policies can be summarized and analyzed.
