In recent years, China has used fishing boats, maritime militias, oceanographic research vessels, and public vessels to carry out its “gray-zone” strategy in the East China Sea, Taiwan Strait, and the South China Sea; such activities include monitoring and harassing the maritime activities of other nations, and have become a threat to the maritime security. Through findings from above, this research is going to propose relevant regulatory suggestions and concrete strategies as reference for the policy formulation.
