The Department of International Development is in charge of the following matters:
  • 1. Integrating and coordinating affairs related to harmonizing ocean-related domestic laws with international laws.
  • 2. Integrating and coordinating participation in international laws and organizations related to oceans.
  • 3. Integration and coordination for cooperation, exchanges, and support for external ocean affairs.
  • 4. Integrating and coordinating relevant affairs of international conferences and overseas training, researches, and studies.
  • 5. Integrating and coordinating other matters related to international ocean development.
The Secretariat is in charge of the following matters:
  • 1. Safekeeping of official seals and management of documents and files.
  • 2. Management of meetings, cashiers, finance, operation, procurement and other affairs.
  • 3. Contacts with the congress, and planning, analysis, research and implementation of policies related to media public relations.
  • 4. Managementof janitors (including technical workers and drivers).
  • 5. Other matters that are not part of any department or officeof the Council.
The Department of Personnel is in charge of the personnel affairs of the Council.
The Department of Civil Service Ethics is in charge of the ethical affairs of the Council.
The preparation,review,and summary of the annual revenue and expenditure budget for the council and its affiliates.
The review and summary of the annual revenue and expenditure budget allocation and modification for the council and its affiliates.
The preparation, administration annual budget execution and budget reservation related affairs for the council and its affiliates.
The preparation and review of accounting reports and final accounts of the council and its affiliates.
The co-monitoring of budget related procurements.
The hiring, transferring, training, and performance appraisal of the council and its affiliates.
