Study on Marine Industry Promotion Strategy

    “Marine industry” refers to the use of marine resources or marine space to engage in various production and service activities; it also may refer to other industries related to marine resources. Taiwan, an island surrounded by ocean, is in possession of vast blue state territory and abundant marine resources, and especially emphasizes the socioeconomic relationship with the blue economy. Therefore, the development of the marine industry relies on the cooperation of the central and local governments, as well as participation from communities and private sector organizations, especially those involved in marine culture, sports, tourism, and recreation. In light of the preceding, this study inventories local marine industries to identify local characteristic marine industries and formulate promotion plans to advance their development.
    In addition, local governments continue to engage mainly in land development out of the focus for resource allocation and policy planning. Most of these local governments have yet to establish dedicated agencies for marine affairs, and thus marine affairs remain distributed across several units. There remains a lack of proactiveness with respect to marine affairs, which requires improvement. Therefore, this study will establish an assessment and guidance mechanism for local government, leading them to take an active position for sea development.
