Research on the development of and national response to UN “International Legally Binding Instrument on the Conservation and Sustainable Use of the marine Biodiversity of Areas Beyond National Jurisdi

一、 In the resolution A/RES/69/292 on June 19, 2015, the United Nations General Assembly adopted to hold four sessions of intergovernmental conference (IGC) and develop an international legally binding instrument (ILBI), to address the issues related to the conservation and sustainable utilization of the biodiversity of areas beyond national jurisdiction (BBNJ).

二、 Although the adoption of the above ILBI is uncertain due to the impact of the COVID-19 pandemic these BBNJ issues are still being concerned internationally and countries actively strived for their national interests during the negotiation. Therefore, according to the mandate and policy directions of the Ocean Affairs Council, to keep up on the progress of legislating regarding BBNJ is necessary. With this commissioned research, we hope to master the latest development of international ocean-related convention and its impact on Taiwan for its timely response to safeguard maritime rights and interests.
