Program Overview

Content Area

Situated at a critical intersection for transboundary marine debris in East and South Asia, Taiwan faces severe environmental challenges that no single nation can address alone. To leverage our advanced technological capacity and enhance governance efficiency, the Ocean Affairs Council (OAC) has initiated the "Indo-Pacific Marine Debris Governance Platform." This mid- to long-term program aims to integrate domestic and international resources across the public, private, academic, and research sectors. Through transnational cooperation and public-private partnerships, we share data and coordinate policies to amplify Taiwan's influence in global ocean governance and internationalize our marine debris governance efforts.

Core Objectives & Initiatives:
  • Integrating the Blue Circular Economy: By connecting with Taiwan's "Marine Waste Recycling Coalition," we assist developing nations in building governance capacity while facilitating domestic enterprises’ entry into the Indo-Pacific market, thereby enhancing Taiwan's international visibility.
  • Implementing Innovative Science and Technology Solutions: We have developed "MDImageNet," an AI-ready marine debris image dataset, to refine marine debris monitoring with artificial intelligence. We promote open data sharing to demonstrate Taiwan’s achievements in tech-driven governance to the global community.
  • Deepening International Partnerships: We actively engage in bilateral and multilateral mechanisms for policy exchange and foster collaborations with international NGOs and think tanks in Indonesia, Japan, and South Korea to collectively build marine environmental resilience in the Indo-Pacific.
