To promote marine literacy , tthe Executive Yuan approved a four-year funding of NT$394 million in 2024 for the program of "Building a Exemplary Nation for Marine Literacy and Upgrading Marine Industry Talent Plan." This plan supports two main themes and 13 sub-projects, including a marine literacy seed teacher training program, subsidies for incorporating marine literacy into school teaching, and organizing marine literacy academic seminars and innovative marine literacy teaching competitions.

In 2015, the Ocean Affairs Council launched the project, with the core objective of using the US Ocean Sciences Sequence (OSS) textbook for inspirational teaching. This project aims to help teachers and students understand the ocean through experiments, hands-on activities, exploration, and verification, thereby cultivating a humble and grateful attitude and values ​​towards the ocean, forming ocean literacy. The goal is to strengthen marine literacy among teachers and students, comprehensively enhancing students' understanding and care for the marine environment, and cultivating the next generation in Taiwan to know how to live in harmony with the ocean, coexist and thrive with it, and take action to love and protect the ocean, ultimately achieving the goal of ocean sustainability.
