The 2025 National Ocean Policy White Paper is promulgated pursuant to Article 15 of the Ocean Basic Act. It responds to emerging challenges in recent years, including geopolitical developments and climate change, and presents a comprehensive blueprint for guiding Taiwan toward a resilient maritime nation characterized by safety, sustainability, and shared prosperity.
Comprising eight chapters, the White Paper outlines strategic directions and concrete measures across key areas of ocean governance—including maritime rights and interests, maritime security, marine environment, blue economy, maritime culture and education, and ocean science and technology—demonstrating Taiwan’s commitment and responsibility as a maritime nation.
All levels of governments will review and revise relevant policies and administrative measures in accordance with this White Paper to ensure effective implementation. Through action and innovation, the government and people of Taiwan will work together to usher in a new era of ocean stewardship, advancing the three core policy goals of a Safe Ocean, a Sustainable Ocean, and a Ocean of Shared Prosperity for All.
