In order to implement the legal requirements of Article 14 paragraph 3 of the Ocean Basic Act regarding the establishment of the Ocean Development Fund, and in response to meet the possible operation needs of the draft Act of Ocean Industry Development concerning issues related to ocean development and resource sustainability assigned to the Ocean Affairs Council, this study comprehensively reviews various types of funds as well as legal persons regarding their establishment procedures, relevant laws and regulations in Taiwan. Further analysis would be made on the strengths and weaknesses of the above-mentioned funds and legal persons. The optimal establishment model of the Ocean Development Fund, financial resources and management mechanism, and possible difficulties as well as policy recommendations would be addressed accordingly. Furthermore, scholars, experts and representatives from related industries and government agencies would be invited via three forums to address policy recommendations for future implementation concerning the affairs mentioned above.
