Advance Plan for the Mid- and Long-Term Marine Technology Development Plan (2019)

As marine technology in other countries has strongly developed, Taiwan, an independent island completely surrounded by sea, should focus more on marine technology and figure out a clear development direction. Therefore, this plan is aimed at collecting and tidying up the information of the international marine technology development, listing Taiwan’s current marine technology development results, analyzing the current problems and challenges with marine technology in Taiwan, and preparing a mid- and long-term marine technology development plan suitable for Taiwan, so that Taiwan can achieve co-prosperity and become one of the leaders in marine technology.
 
In this plan, the marine technologies at home and abroad have been listed and classified through five ways: (1) analyzing Taiwan’s marine technology development, (2) drawing up the drafts of laws and regulations regarding marine technology, (3) preparing the mid- and long-term marine technology development plan, (4) analyzing the technology and law and policy issues in the South China Sea, and (5) developing the blueprint for Taiwan’s marine technology development. The categories of the listed marine technologies include (1) marine technology and information, (2) marine ecology and conservation, (3) marine industries and engineering, and (4) marine resources and energy. After comparing the responsibilities of the Ocean Affairs Council and different agencies related to marine affairs in Taiwan, recommendations for the technology research direction to be focused on were given to the Ocean Affairs Council, and the Ocean Policy Development White Paper on Marine Research and Technology Development was prepared with the assistance of the plan. The blueprint has been progressively put into practice by amending the 2020 mid-term technology development case plan and proposing the 2021 governmental mid-term technology development case plan “Smart Value-added Application of Marine Sustainable Environment Database,” in the hope that Taiwan can reach the goal of becoming the leader in the blue economy industry with developed marine technology.
