The domestic “Ocean Basic Act” passed its third reading on November 1, 2019, and was publicly implemented on November 20. According to Article 15 of the “Ocean Basic Act,” the component authority is expected to release a white paper on national marine policy within 1 year after the implementation of the Act. By learning from others’ mistakes, the subsequent policy promotion shall fully embody the ocean development movement of nearby countries as response and reference. In particular, the frequent adjustments of the ocean organizations in China, Japan, and Korea within the region should be addressed, and the establishment and promotion of their ocean development goals and their impact on Taiwan merit attention. This research plan analyzes the current ocean policies of China, Japan, and Korea based on organizational changes and highly interactive issues as a reference for related policy planning.
