1. Subsidizing Local Governments to Strengthen Rescue Momentum

The Ocean Affairs Council conducted the “Plan for Integrating Local Governments and Private Groups in Strengthening Coastal Recreation Activity Safety Work” in 2022 to enhance regional warning and lifesaving and rescue momentum.

2. Adding Safety Information for Public Inquiry

The Ocean Affairs Council has established the “Coastal Recreation Activity One-stop Information Service Platform" to provide the general public with coastal recreation related data. The research on “Risk Area Designation and Management Strategy Formulation” and “Operations for Outlying Island Coastal Recreation Activity Field Risk Level Designation” were completed on January 21 and September 8, 2021 and were mailed to respective competent authorities for reference and disposal.

3. Commencing Persuasion for Violations and Improving Rescue Improvement

In case the Coast Guard Administration, Ocean Affairs Council detects people engaging in recreational activities in prohibited and restricted waters, persuasion will commence. According to the “Open Sea and Development Plan” approved by the Executive Yuan, modern rescue equipment will be upgraded to enhance rescue efficiency.

Marine industry can be divided into three main categories.
1.Primary industrial sector
Extracts raw materials (which are natural products) from the sea, such as fisheries (including fishing and mariculture), mining, seaweed farming, etc.
2.Secondary industrial sector
Converts the raw materials provided by primary industry into commodities and products, such as shipbuilding, engineering, sea salt production, petroleum exploitation, ocean energy utilization, etc.
3.Tertiary industrial sector
This sector provides services to the general population and to businesses, such as marine transportation, marine recreation, marine biotechnology, etc.

There are many kind of marine resources that include both living and non-living resources. Some of them are given below.

  • 1. Living resources
    Marine living resources are living organisms that can be found in seas and oceans, such as fish, shellfish, seaweed, etc.
  • 2. Non-living resources
    • (1)Mineral resources: The oceans hold an enormous reservoirs of minerals, such as manganese nodule, petroleum, natural gas, etc.
    • (2)Ocean energy: The oceans represent a vast and largely untapped source of energy in the form of ocean currents, tides, waves, wind, etc.
    • (3)Seawater: Seawater can be used to produce fresh water and salt. Besides, deep sea water can also be a good water source.

  • 1. According to Article 36 of The Commercial Port Law, raising and catching marine life within a commercial port area are prohibited.
    The commercial port authority and related registered associations may coordinate to set measures and to delimit a fishery area for the public without affecting port operations, safety and causing pollution.
  • 2. Additionally, Article 5 of the same law, the authority is entitled to establish a port police force for the purpose of maintaining public order and of handling violations within  the port. Therefore, if the cases about fishing within a commercial port area are found or reported, the duty officers of C.G.A will report to the port police.

Taiwan has participated in 12 ocean-related international organizations, 8 of which are official. The characteristics among those organizations are mainly in fisheries management, while marine conservation and maritime security organizations are relatively scarce. Therefore, OAC will actively promote the participation of ocean-related international organizations in accordance with OAC businesses situations.

Article 4 of The Anti-Corruption Informant Rewards and Protection Regulation defines the term “corruptive offense” as the following offenses:

  • 1.The offenses prescribed in Articles 4 to 6 of the Anti-Corruption Statute;
  • 2.The offenses prescribed in Article 121, Article 122, Paragraphs 1 and 2, Article 123 and Article 131, Paragraph 1 of the Criminal Code;
  • 3.The offenses prescribed in Article 339 and Article 339(3) of the Criminal Code committed by a civil servant who takes advantage of his official authority, opportunity and means;
  • 4.The offenses prescribed in Articles 7, 9 and 10 of the Anti-Smuggling Statute;
  • 5.The offenses prescribed in Article 15, Paragraph 2 of the Anti-Narcotics Statute;
  • 6.The offenses prescribed in Article 15, Paragraph 2 of the Destruction of Compulsory Military Service Statute;

The Council is in charge of the following matters:
  • 1. Overall planning, deliberation, coordination and implementation of general marine policy and the basic decrees.
  • 2. Overall planning, coordination and promotion of the development of marine industry.
  • 3. Overall planning, deliberation, coordination and promotion of marine environmental protection, resources management, sustainable development, biodiversity conservation and pollution prevention and control.
  • 4. Overall planning, deliberation, coordination and implementation of security of waters and coastal areas.
  • 5. Overall planning, coordination and implementation of marine culture and education.
  • 6. Overall planning, deliberation, coordination and implementation of marine scientific research and technological development.
  • 7. Overall planning, deliberation, coordination and implementation of marine human resources development.
  • 8. Overall planning, deliberation, coordination and implementation for harmonizing its relevant domestic laws with the international maritime conventions, and of international cooperation.
  • 9. Supervision, coordination and promotion of the Council’s marine research and manpower development institutions.
  • 10. Other affairs related to maritime affairs.

The Council have one Chairman (Minister), three Deputy Chairmen (Deputy Ministers) and one Chief Secretary.

The internal units of Council are Department of Planning, Department of Marine Resources, Department of Maritime Security, Department of Science & Technology Education, Department of International Development, Secretariat, Department of Personnel, Department of Civil Service Ethics, Department of Accounting and Information Management Office.

Its Subordinate agencies are Coast Guard Administration and Ocean Conservation Administration.

In addition, for the mission of marine policy planning, marine resources investigation, marine scientific research, marine industry and human resources development , an affiliated institution named National Academy of Marine Research was established.

Within the budget system, apart from the foregoing central government general budget and subordinate unit budgets routinely compiled during each fiscal year, budgets compiled outside the general budget in response to major emergency circumstances are termed special budgets. In accordance with Article 83 of the Budget Act, a special budget outside of the annual general budget may be submitted by the Executive Yuan in any of the following circumstances

  • 1. National defense emergency facilities or war.
  • 2. Major national economic event.
  • 3. Major calamities.
  • 4. Major political events taking place irregularly or once every few years.
